The East Tennessee Foundation (ETF), a public nonprofit community foundation established by and for the people of East Tennessee, administers the Spenser F. Powell Memorial Law Scholarship. ETF will properly handle and manage the assets to guarantee that Spenser’s legacy lives on through the scholarship endowment.

The scholarship awards $1,900 to one first-year legal student at the University of Tennessee for one semester or the entire three-year program depending on the funds raised. Before the start of each semester, trimester, or school year, the recipient’s school receives the awarded money to cover the tuition fees. The school accepts the award checks rather than the individual beneficiary.

The school credits the scholarship recipient’s account with the prize. Applicants must be admitted to the University of Tennessee College of Law, have an LSAT score of 153 or above, and demonstrate leadership. Financial need will be considered.
