The Jeffrey L. Esser Career Development Scholarship was created in 2017 by the Executive Board of the GFOA. The objective of the program is to support workers who have been employed by one or more state or local governments for more than three years. Candidates should note that they will not be able to apply if they have already received the scholarship once.

Each year, the organization gives one to three grants to workers interested in pursuing a career in one of the following fields: public administration, accounting, finance, or business administration. All academic programs must be focused on professional development in the field of government.

The amount of the prize varies from $5,000 to $15,000 depending on the annual decisions of the organization. Those who receive it must be committed to enrolling in a local or state professional career. To be eligible, applicants must prove their Canadian or U.S. citizenship or permanent residence.
