Each Mind Matters, a California-based Mental Health Movement, sponsors the Directing Change Program and Film Contest while the California Mental Health Services Authority, a county government organization, administers the funding. The program was launched in 2012.

The idea of the program is to enlighten the youth about the challenges to mental health posed by the globalized world that can sometimes overwhelm them. Young people are offered the opportunity to learn about suicide prevention.

The film contest is premised on the assumption that we learn through our actions and application of knowledge is the key to learning.
