The scholarship is an initiative by the Society of Professional Journalists (SPJ). The Florida Chapter of the Society of Professional Journalists was established in 1946. SPJ aims to improve the standard of journalism and increase its value as an uplifting social agency.

The scholarship is open to all Florida students currently enrolled in accredited Florida colleges or universities. The student must be pursuing a course of study affiliated with the journalism industry. Additionally, they should have a minimum grade point average (GPA) of at least 3.0.
